The file Acropdf.dll does not exist in Adobe Reader 11 and. When starting IE10 with "run as administrator", I have no issue opening. IE10 does not seem to "know that I'm logged on as an Administrator" user because I have to start IE10 with "run as administrator" in order to avoid the message that IE10 wants to load the Acropdf.dll. Yes, my user account is an Administrator.
